Der hochaktuelle Bedarf, die angepeilte Reichweite und die erkennbare Geschwindigkeit augenblicklicher Modernisierungen des Verwaltungsmanagement werfen zwangsläufig das Risiko auf,dass sich Konzepte, Instrumente und Maßnahmen des hierbei zur Anwendung kommenden New Public Management-Ansatzes nicht schon immer in optimaler Ausgestal- tung und damit auch nicht schon mit der denkbar höchsten Leistungswirksamkeit für die angestrebten Produktivitätssteigerungen anwenden bzw. einsetzen lassen (OECD 1995, S. 27).
