Die zur Realisierung von Innovationsvorhaben erforderlichen Ressourcen in Form von Menschen, Kapital und Zeit sind immer limitiert. Daher besteht die entscheidende Aufgabe der Innovationsverantwortlichen darin, die Innovationsvorhaben laufend zu bewerten und zu selektieren. Eine entscheidende Frage hierbei kann lauten: „Welche Innovationsprojekte sollen in Angriff genommen bzw. fortgeführt werden, damit die limitierten Ressourcen eines Unternehmens oder einer Organisation so eingesetzt werden, dass diese einen optimalen Nutzen für die innovierende Organisation oder Unternehmung generieren?“
