Abstract
Part II reveals that the dominant design of open evaluation is not necessarily the best design for every purpose or situation. This is consistent with the contingency theory point of view, which states that “the best way to organize depends on the nature of the environment to which the organization must relate. It is all about adopting the appropriate level of the variable (e.g., structure, strategy or policy) that fits the contingency it faces.”
