Zusammenfassung
Für Unternehmen des verarbeitenden Gewerbes sind Produktionsverlagerungen ins Ausland ein wichtiges Instrument, um ihren Erfolg nachhaltig zu sichern. Zwar entschieden sich aufgrund der Wirtschafts- und Finanzkrise zuletzt weniger deutsche Unternehmen, in neue ausländische Produktionsstandorte zu investieren, im Jahr 2003 war es dennoch jedes vierte Unternehmen im verarbeitenden Gewerbe, das eine Erweiterung seiner Auslandsaktivitäten plante (Kinkel und Maloca 2009, Produktionsverlagerung und Rückverlagerung in Zeiten der Krise, Karlsruhe: Fraunhofer ISI). Diese Standortentscheidungen haben Konsequenzen für nationale Arbeitsmärkte und stellen eine Entscheidungssituation dar, die ein Abwägen von Unternehmensinteressen und öffentlichen Interessen verlangt (Moser 2008, Organisation und Funktionen des Staates im Wandel: Festschrift für Gabriel Obermann, Wien: Facultas). Dies trifft auch auf andere Hochlohnländer in Europa wie z. B. Österreich zu.
