Abstract

In this paper we deal with the quality of digital video. After the standardization of the video format it is the responsibility of the user to choose any parameters for encoding. This choice is important for the produced video quality. After a general discussion of the term quality in relation to digital video we analyse processes and parameters for encoding with regard to its influences on the video quality. In fixed bitrate encoding the bitrate control of the encoder has the main influence on the produced video quality. We introduce a tool for analysing the output of an encoder by decoding the bitstream and visualizing the quantization parameter stepsize in relation to the complexity of a video frame. Our investigations are embedded in the development of a dynamic scalable MPEG encoder / decoder, that enables the dynamic variation of encoding parameters to achieve better video quality.
