Zusammenfassung
Die Analyse der Stagnationstheoretiker hat gezeigt, daß sich mit dem ersten Weltkrieg grundlegende Strukturwandlungen innerhalb der amerikanischen — aber auch in der Weltwirtschaft vollzogen haben. Diese Veränderungen manifestieren sich in den reifen Staaten, in denen das Laissez faire-Prinzip mehr oder minder stark ausgeprägt ist, in einem Sparüberschuß und daraus resultierenden Wirtschaftsstörungen. Damit ist gesagt, daß die freie Marktwirtschaft nach Erreichung dieses Entwicklungsstadiums automatisch ein Gleichgewicht nicht gewährleistet.

Indirekt kann die Rüstungsproduktion auch ein späteres Geschlecht belasten. Wenn durch die Herstellung von Kriegsgütern die Bruttoinvestition vernachlässigt wird, kann als Folge dessen der Nachwelt nur eine unzureichende Kapitalausrüstung zur Verfügung stehen. Dies ist jedoch die Wirkung der Rüstungen und nicht ihrer Finanzierung durch Anleihen. Der Kapitalbestand ware nicht größer, wenn die militärischen Aufwendungen auf dem Steuerwege finanziert worden wären.
