Zusammenfassung
Evaluierung zielt auf eine Verbesserung der Gestaltung und der Leistung von Regierungsprogrammen; ihre eigentliche Zielsetzung ist es, nachweisbar effektivere Programme zu erreichen. In diesem Bericht werden die Implikationen von erfolgreichen und weniger erfolgreichen Evaluierungen behandelt; sodann werden zwei Wege vorgeschlagen, auf denen Evaluatoren zu besseren Programmen beitragen können. Diese Vorschläge basieren sowohl auf den Erfahrungen des Verfassers in der Evaluierungsforschung als auch auf den im politischen Bereich auf nationaler und lokaler Ebene gewonnenen Einsichten. Die dargestellten Ansichten entsprechen nicht notwendigerweise der Politik der Regierung der Vereinigten Staaten.
