Zusammenfassung
Die heutige Welt ist voll von Informationen. Aber Informationen und Entscheidungen sind auf zwei verschiedenen Ebenen zu betrachten (vgl. Cyert, R. M.; March, B., 1963, S. 34 ff.). In unserer hochentwickelten Welt kann man Informationen leicht erwerben, wenn man es wünscht und sich darum bemüht. Allerdings ermöglicht uns erst die Entscheidung, die erworbenen Informationen anzuwenden und zu nutzen. Demnach sind Informationen allein wertlos. Um sie wirksam werden zu lassen, müssen sie — stets in aktueller Form — in die Praxis umgesetzt, also operationalisiert werden. Entscheidung ist dann die sinnvollste Anwendung der Information (vgl. Scheer, A. W., 1985, S.17 ff.).
