Demokratische Institutionalisierung in Ost- und Südostasien: Verlaufsmuster und Perspektiven in Taiwan, Südkorea, Thailand und den Philippinen

Zusammenfassung

Die Schwellenländer Ost- und Südostasiens haben wegen ihrer eindrucksvollen Wachstumsraten viel Aufmerksamkeit auf sich gezogen. Weniger beachtet wurden hingegen die markanten politischen Veränderungen der letzten Jahre. Angefangen mit der “Revolution der Rosenkränze” (oft “people power” genannt) auf den Philippinen im Jahre 1986 kam es zu demokratischen Systemwechseln in Taiwan (1986/87) und Südkorea (1987) sowie zu einem Prozeß erneuter Redemokratisierung in Thailand (1992). Gegenstand des vorliegenden Beitrags ist eine Analyse der Verlaufsmuster, Unterschiede und Perspektiven der demokratischen Institutionalisierung in den genannten Staaten. Dabei werden wir für jedes Fallbeispiel zunächst das institutionelle Design der autoritären Ära kurz darstellen und danach die wichtigsten Veränderungen während der Transitionsphase erläutern. Erkenntnisleitend ist dabei erstens die Frage, welcher Zusammenhang zwischen dem Grad der Institutionalisierung des autoritären Regimes und dem konkreten Verlauf der Demokratisierung bestand; zweitens wollen wir dem Problem nachgehen, welches spezielle Regierungssystem durch diesen Verlauf induziert wurde und inwiefern der Transitionsprozeß einerseits und das neue Regierungssystem andererseits heute die demokratische Konsolidierung determinieren. Im Schlußkapitel werden die Ergebnisse der einzelnen Länderteile zusammengefaßt und im Kontext der übergeordneten Fragestellung nach der Rolle der Institutionen für den Systemwechsel und seine Dauerhaftigkeit systematisch aufeinander bezogen. Dabei wird sich zeigen, daß sich die einzelnen Fallbeispiele beinahe in eine Hierarchie einordnen lassen, in der der jeweils unterschiedliche demokratische „Reifegrad“ eines Landes unmittelbar auf die Bedingungen seiner autoritären Vergangenheit und die Art der während der Transitionsphase ausgebildeten, neuen politischen Institutionen zurückzuführen ist.
