Zusammenfassung
Das USA-Verteidigungsministerium (Department of Defense, Abkürzung DOD) erteilte 1973 den Auftrag, ein satellitengestütztes System zu entwickeln, das die Bestimmung von Position und Geschwindigkeit von beliebigen ruhenden und sich bewegenden Objekten ermöglichte, um damit eine weltweite Navigation mit hoher Genauigkeit zu gewährleisten. Darüber hinaus sollte auch eine genaue Zeitinformation zur Verfügung gestellt werden. Die Ergebnisse sollten in Echtzeit, also ohne Zeitverzug unmittelbar nach der Messung zur Verfügung stehen. Die Nutzung des Systems sollte an jedem Ort auf der Erde und im erdnahen Raum, sowie zu jeder Zeit und unter beliebigen meteorologischen Verhältnissen gewährleistet sein. Zusammenfassend ergaben sich im Wesentlichen folgende Forderungen:

dreidimensionale Positionsbestimmung (Ortung) in Echtzeit von ruhenden und bewegten Objekten auf der Erde und im erdnahen Raum

Bestimmung der Geschwindigkeit bewegter Objekte

Lieferung von Zeitinformation
-
unbegrenzte Anzahl gleichzeitiger Nutzer
-
Unabhängigkeit von meteorologischen Verhältnissen
-
hohe Sicherheit gegenüber zufälligen und gegenüber gewollten Störungen
-
hohe Genauigkeit der Positionsbestimmung (Ortung) mit einem mittleren quadratischen Fehler von 30 m und Eindeutigkeit des Ergebnisses
-
hohe Genauigkeit der Geschwindigkeitsbestimmung mit einem mittleren quadratischen Fehler von 0,3 m/s
-
hohe Genauigkeit der erteilten Zeitinformation mit einem mittleren quadratischen Fehler von 10 ns
-
Zeitbedarf für die erstmalige Bestimmung einer Position in der Größenordnung von einigen Minuten, für nachfolgende Bestimmungen weniger als 30 s.
