Zusammenfassung
Sich über die Souveränitätsproblematik Gedanken zu machen, ist naheliegend in einer Zeit, in der das „europäische Projekt“ nicht nur seine Verwirklichung sucht, sondern auch immer noch auf der Suche nach einem Vokabular ist, das diesen Prozeß erfaßt und ihm auch Sinn gibt. Zudem fügt es sich gut, dies an dieser Stelle zu tun, gerade weil die Autorin, der dieser Band gewidmet ist, in beispielhafter Art und Weise in diesem Bereich gearbeitet hat. Damit wird jedoch auch die weitere Frage aufgeworfen, wie man sich diesem Problem nähern soll, zumal die konzeptuelle Klärung eigentlich noch vor jeder expliziten Theoriebildung und den damit verbundenen Methodenfragen liegt. Gerade weil die soziale Welt nicht einfach vorfindbar ist, sondern durch die Aktionen der Akteure erst geschaffen wird, kommt der Rekonstruktion der Verständnisse, welche die politische Praxis leiten, entscheidende Bedeutung zu.
