Zusammenfassung
Eines der hervorstechendsten Charakteristika der politischen Klasse in Südeuropa ist die historische Diskontinuität ihrer Formierung als Klasse.1 In dieser Hinsicht stellt Portugal keine Ausnahme dar. Der Prozeß der Demokratisierung begann hier im 19. Jahrhundert und konnte erst in der Zeit nach den Gründungswahlen für die Verfassunggebende Versammlung am 25. April 1975 vollendet werden. Eine patrimoniale, exklusionistische politische Kultur war bis 1974 das dominierende Merkmal bei der Formierung der politischen Klasse. Seitdem entstand zum ersten Mal eine demokratische politische Klasse, die in ihrer Struktur dem gleicht, was Bachrach (1970) als Elitendemokratie bezeichnet hat. Tatsächlich verhindert die Schwäche der Zivilgesellschaft, verursacht durch ein immer noch niedriges Bildungsniveau innerhalb der demokratischen Strukturen, ihre weitergehende Öffnung für alle gesellschaftlichen Schichten.
