Zusammenfassung

Die technische und wirtschaftliche Entwicklung seit dem 19. Jahrhundert führte dazu, daß Staaten mit Aufgaben und Erscheinungen konfrontiert wurden, die sie allein und auf ihr Hoheitsgebiet bezogen nicht mehr erfüllen bzw. bewältigen konnten. Dies erforderte eine internationale Zusammenarbeit, die sich, sollte sie auf Dauer und effektiv sein, oft nicht auf die jeweilige Verfolgung der gemeinsamen Zielsetzung durch eigene Organe beschränken konnte, sondern eine internationale Organisation erforderte. So entstanden im 19. Jahrhundert vor allem zunächst rein technische (z.B. Post, Fernmeldewesen, Eisenbahn), im 20. Jahrhundert zunehmend wirtschaftliche (z.B. Europäische Wirtschaftsgemeinschaft), militärische (z.B. NATO) bis hin zu politisch angelegten Organisationen (z.B. Europäische Union)640. Daß ein Bedürfnis nach Zusammenarbeit über die Grenzen des einzelnen Staates hinaus nicht nur zwischen den Staaten als Völkerrechtssubjekten bestand und besteht, bezeugen die zahlreichen privatrechtlichen internationalen Organisationen zur Wahrung ideeller oder wirtschaftlicher Interessen (nichtstaatliche internationale Organisationen, „non-gouvernmental organizations“, „NGOs“). Deren Bedeutung und Einfluß darf nicht unterschätzt werden641.
