Zusammenfassung
Neuartige Problemlösungsbedürfnisse in industriegesellschaftlich und wohlfahrtsstaatlich organisierten Ländern wie in den Ländern der Dritten Welt gaben in den späten 1950er Jahren des vorigen Jahrhunderts Anlass zur Etablierung einer Spezialdisziplin „Bildungsökonomie“. Sie widmet sich der theoretischen und empirischen Analyse der ökonomischen Dimension von Bildungssystemen, -institutionen und -prozessen unter der Fragestellung des optimalen Mitteleinsatzes. Als zentrales identitätsstiftendes Konzept der Bildungsökonomie gilt der Humankapitalansatz. Ihm liegt die Kernthese zugrunde, dass die in Bildungsprozessen erworbenen Kompetenzen (Kenntnisse, Fähigkeiten, Fertigkeiten, Einstellungen) die Arbeitsproduktivität einer Person erhöhen, was im Beschäftigungssystem Erträge in Form höherer Erwerbseinkommen abwirft. Aufwendungen für Bildungsmaßnahmen lassen sich demzufolge als Investitionen begreifen, deren „Rendite“ wie bei Sachkapitalinvestitionen berechnet werden kann. Auch wenn der investive Charakter von Bildung schon den Klassikern der Nationalökonomie wie Smith, Mill, Marshall und von Thünen bekannt war (z.B. Immel 1994), so lieferte erst die moderne Bildungsökonomie die theoretische und empirische Fundierung der Humankapitalthese.
