Universalismus oder Abgrenzung als Komponente der Identifikation mit der Europäischen Union?

Zusammenfassung

Was ist die Europäische Union eigentlich? Auf der Suche nach einer Antwort auf diese scheinbar triviale Frage wird man mit einer Vielzahl von gegensätzlichen Umschreibungen konfrontiert, angefangen von „ökonomischem Zweckbündnis” versus „Nation Europa in spe” über Verortungsversuche auf dem Spektrum zwischen „Staatenbund und Bundesstaat” bis hin zu wissenschaftlich zunehmend beliebten, aber als gesellschaftlichen Symbolträgern wenig geeigneten Bezeichnungen wie „dynamisches Mehrebenensystem” oder „Gebilde sui generis” (beispielsweise die Beiträge in Kohler-Koch 1992; Kreile 1992; Jachtenfuchs/Kohler-Koch 1996; Bach 2000a). Jedoch ist damit angedeutet, dass es sich bei der EU um etwas Komplexes und in Entwicklung Befindliches handelt, das viele Fragen aufwirft. Dem entspricht, dass die EU von vielfaltigen Spannungs Verhältnis sen gekennzeichnet ist, die von Bedeutung für den hier interessierenden Fragenkomplex nach der europäischen Identität sind.
