Zusammenfassung
„Der Staat nahm Frauen nur als ‚Mütter‘ oder ‚Ehefrauen‘ wahr“ (Scott 1998). Dieses Statement wurde im Zusammenhang mit jüngsten sozialpolitischen Reformen in Kanada gemacht, gilt aber auch für andere westliche Länder. Die ursprüngliche Gestaltung vieler Sozialsysteme basierte auf der Vorstellung, daß ein männlicher Alleinverdiener mit permanenter Vollzeitbeschäftigung seine Familie, d.h. seine nicht erwerbstätige Ehefrau und seine Kinder, ernährt. Dieses familienpolitische Leitbild prägte beispielsweise auch 1994 noch in mehr als der Hälfte der europäischen Länder die Regulierungen des Mutterschafts- und Erziehungsurlaubs, wie Fagan/Rubery (1998) nachwiesen.
