Entwicklungslinien der internationalen Zivilgesellschaft

Zusammenfassung

Die internationale Zivilgesellschaft ist spätestens seit Anfang der 1990er Jahre in das Blickfeld politischer wie sozialwissenschaftlicher Debatten gerückt, die überaus ausgedehnt und kontrovers geführt werden. Trotz der sehr unterschiedlichen Auffassungen über Reichweite, Funktionen, Potenziale und Voraussetzungen einer internationalen Zivilgesellschaft (Keane 2001; Klein 2001; Frantz 2002) lassen sich quer durch das Spektrum der verschiedenen theoretischen Konzeptualisierungen einige Gemeinsamkeiten ausmachen. So wird sie nahezu durchweg positiv besetzt (Zimmer 2002), wenngleich sich eine Auseinandersetzung über die Legitimität der Zivilgesellschaft im Prozess der internationalen Entscheidungsfindung ausmachen lässt (Klein 2000). Die Zivilgesellschaft gilt als Hoffnungsträger im Kampf gegen eine zügellos verlaufende Globalisierung, in der sich die Probleme sozialer und ökonomischer Ungleichheit dramatisch zuspitzen (Altvater 2000). Im Rahmen von Global-GovernanceAnsätzen wird die internationale Zivilgesellschaft mit vormals klassischen Staatsaufgaben etwa im Bereich der Entwicklungszusammenarbeit verknüpft, wo sie für effektiver und effizienter als staatliche Akteure gehalten wird (Meyers/Frantz 2002). Schließlich spielt sie in der demokratietheoretischen Diskussion eine wichtige Rolle, wird ihr doch das Potenzial zugeschrieben, das Problem der mangelnden Legitimation von Entscheidungsfindungsprozessen im internationalen Raum zu überwinden, indem sie eine gesellschaftliche Einbettung internationaler Politik durch direkt-demokratische Rückkopplungen herstellt (Altvater 1998; Roth 2001).
