Wirklich ein Volk?

Zusammenfassung

Die Vorstellung, daß die Struktur einer Herrschaftsordnung eng mit den politischen Einstellungen und Verhaltensmustern der Bevölkerung zusammenhängt, ist so alt wie die wissenschaftliche Beschäftigung mit der Politik. Besonders relevant wird sie in Zeiten des politischen Wandels. Regimetransformationen, wie wir sie im Verlauf des 20. Jahrhunderts in zahlreichen Varianten erlebten, veranlaßten die empirische Forschung dazu, die Frage nach den mikropolitischen Bedingungen der Stabilität und des Wandels politischer Herrschaftsstrukturen zu stellen. Einen ersten Impuls erhielten derartige Untersuchungen durch den Zusammenbruch der demokratischen Regime im Zentraleuropa der Zwischenkriegszeit. Die Etablierung der behavioralistischen Politikwissenschaft in den Vereinigten Staaten markierte den Ausgangspunkt eines stetig wachsenden Interesses an den politischen Orientierungen und Verhaltensweisen der Bevölkerung. Sie fungierten einerseits als Forschungsgegenstand sui generis, andererseits als Determinanten des Zustandes politischer Systeme, besonders der Stabilität und Leistungsfähigkeit politischer Strukturen (vgl. Almond 1980; Berg-Schlosser/Schissler 1987; Muller/Seligson 1994).
