Zusammenfassung
In sich stimmige politische Maßnahmen — insbesondere aber wirtschaftspolitische — können nicht durchgeführt werden, ohne daß davon auch der politische Apparat beeinflußt würde. Die Notwendigkeit, den politischen Apparat dem sozialen Wandel anzupassen, bedeutet allerdings nicht, daß die heute in den USA oder in England bestehenden politischen Institutionen abgeschafft und durch andere ersetzt werden müßten. Notwendig ist vielmehr die Umwandlung der bestehenden politischen Institutionen zu besseren Instrumenten ohne jegliche Beeinträchtigung ihrer ursprünglichen Funktion der Integration des nationalen Lebens.

Schumachers Aufsatz „Essays on State Control of Business“, in: Agenda III, 1944, Nr. 1, ist eine gute Abwägung der jeweiligen Vor- und Nachteile dieser Kontrollformen. Als Kontrolltechnik ist der Vorschlag sehr bedeutsam, die staatliche Kontrolle über die Industrie müsse weniger durch die Beteiligung des Staates am Produktionsprozeß als vielmehr dadurch erreicht werden, daß der Staat zum mächtigsten Abnehmer der Produktion wird. Der mächtige Käufer setzt immer Leistungsmaßstäbe, kann die Produktionsmethoden, Quantität und Qualität, Preise und Gewinne beeinflussen und so — laut Schumacher — „den privaten in einen staatlichen Kauf umwandeln” (S. 152–157).
Diese Technik ist für den Soziologen von besonderem Interesse, weil sie äußerst wirksame Eingriffe und Zwangsmaßnahmen beinhaltet, die sich aber dem Industriellen nicht als Zwang, sondern als Freiheit darstellen, da sie dem Kontrollierten die Illusion lassen, er passe sich dem Zwang an, ohne sich ihm zu unterwerfen. Darüber hinaus ist diese Anerkennung von Sachzwängen Teil unserer „westlichen Kultur“. Eine Kultur kann sich aber wandeln. In diesem Zusammenhang scheinen mir folgende Beobachtungen äußerst wichtig zu sein: „Wie Walton Hamilton bemerkt hat ist die Privatwirtschaft bei der Durchsetzung von Zwangsmaßnahmen erfolgreicher als der Staat, da die Zwänge sich hier als freie Wahl darstellen.”
