Zusammenfassung
In den Vereinigten Staaten hat sich die Wahlforschung nicht von einer einzigen hervorragenden Persönlichkeit ausgehend entwickelt wie in Frankreich; und sie ist auch nicht in einer einzigen Schule fortentwickelt worden wie dort. Die politische Wissenschaft und die Soziologie in den USA haben eine Fülle von Studien hervorgebracht, deren Mittelpunkt das Wählen und die Wahl sind. Es gab kein Nacheinander, keine Entfaltung der neuen Ansätze aus den bisherigen Ergebnissen, sondern eher ein Nebeneinander, eine Konkurrenz der verschiedenen Methoden. Freilich standen die jüngsten zwei Jahrzehnte im Zeichen der behavioral studies. In diesem Kapitel mußte aus der Überfülle des Vorhandenen eine Auswahl getroffen werden, um überhaupt den Stoff bändigen zu können. Es wäre jedoch ungerecht, die Zeitrechnung der Wahlforschung mit der ersten Anwendung von panel-Befragungen zu beginnen, wie es gelegentlich getan wird, und frühere Studien gleichsam einem methodischen Steinzeitalter zuzurechnen.

Of necessity the state (Virginia) practices the rituals of primaries and elections. Their outcome is usually predictable. A. a. O., S. 27. Nominally in the South candidates(are chosen in the Democratic primary,. Such is the formal language. in fact, the Democratic primary is no nominating method at all. The primary is the election and in the South the primary takes on peculiar forms in recognition of its peculiar function. In two-party states the person receiving a plurality in the direct primary, i. e. the largest number of votes, which need not be a majority, becomes the party's candidate for the election. In most Southern states a double primary system is used. In the first primary(all those candidates run who have,nominated(themselves or been 'nominated by factional organizations or other groups. In this first primary, often no person receives a majority. The two leading candidates then go before the electorate again in a second(or run-off(primary, and the winner becomes the party's candidate. Their indifference was the result of their grudge against their own party, and consequently it was rated as a minor reason.

Zum Vorhaben von The People's Choice hatte gehört, die Brauchbarkeit der Panel-Technik zweifach zu pr¨¹fen. Das andere technische Problem war die Sterblichkeit, unter der alle Fälle erfaßt wurden, in denen weitere Interviews nicht möglich waren. Hier liegt eine der erheblichen Begrenzungen des Panel-Verfahrens. Es wird wohl kaum je ¨¹ber lange Zeiträume angewandt werden können, wenn gleichbleibende Repräsentativität gew¨¹nscht wird. In The People's Choice ergab sich immerhin, daß innerhalb des dort gewählten Zeitraumes von sieben Monaten die Repräsentativität der Stichprobe noch nicht durch arge Verluste gestört wurde.
Die Zufallsstichproben in diesen Studien und in Voting wurden nach dem Verfahren des sogenannten.area-sampling gezogen. Wegen der großen Verschiedenheit innerhalb der USA wurden die Stichproben des Survey Research Center zu analytischen Zwecken gelegentlich in vier große Gebiete gegliedert und getrennt ausgewertet.
Peter H. Rossi: Four Landmarksû in: Burdidc/Brodbedc, American Voting Behavior (Anm. III/4), S. 37, weist darauf hin, daß die Untersuchung im Jahre 1948 fast zufällig einen Beitrag zum Wahlverhalten lieferte. Nach dem Versagen der Wahlprognose kommerzieller Meinungsforchungsinstitute wurde eine einmal befragte Stichprobe der Wählerschaft, die auch nach ihrer Wahlentscheidung gefragt worden war, unmittelbar nach der Wahl erneut befragt.

Der Wähler schwanke nach dieser urspr¨¹nglichen Auffassung zwischen verschiedenen Marken und orientiere sich an Äußerlichkeiten oder an (tatsächlichen oder geglaubten) Qualitäten, ¨¹ber die er durch Propaganda informiert werde.
