Global Public Health — ein wichtiger Schritt auf dem Wege zu globaler Sozialpolitik

Zusammenfassung

Der Begriff ‚Public Health‘ umfasst zwei Elemente, die in dieser Form in keinem deutschen Begriff zusammengefasst werden können: nämlich den Gesundheitszustand einer Population sowie die öffentlichen Anstrengungen zu dessen Verbesserung. In diesem Sinne stellt der Begriff eine Verbindung zwischen individuellem Verhalten, öffentlichen Leistungen und den Aktivitäten privatwirtschaftlicher Akteure im Gesundheitsbereich dar, wobei eine öffentliche Verantwortlichkeit für eine effektive Steuerung im Sinne der Förderung der Gesundheit aller Mitglieder einer Gesellschaft angenommen wird. Dieser Steuerungsprozess kann unter dem Begriff ‚Health Governance‘ wie folgt charakterisiert werden:

„Health governance concerns the actions and means adopted by a society to organize itself in the promotion and protection of the health of its population.“ (Dodgson, Lee und Drager 2002: 6)

Der Gesundheitsbereich stellt zweifellos einen zentralen Aspekt von Sozialpolitik dar: ein beträchtlicher Teil sozialpolitischer Transferleistungen betrifft die Finanzierung von Leistungen der Gesundheitsvorsorge und Krankheitsbekämpfung für ärmere Bevölkerungsgruppen, die diese selbst finanzieren können. Dabei geht es sowohl um die Vermeidung eines sozialen Abstiegs als Folge von Krankheiten als auch darum, Voraussetzungen für ein Empowerment armer Bevölkerungsgruppen durch die Verbesserung der gesundheitlichen Rahmenbedingungen (Ernährung, Reduktion der Risiken zu erkranken, Verhinderung und Behandlung chronischer Krankheiten bzw. Behinderungen) zu schaffen.
