Zusammenfassung

Auf die Frage, was „euro-politics“ ausmacht, werden verschiedene Antworten gegeben. Grob vereinfacht lassen sich diese Antworten drei Modellen zuordnen (vgl. u.a. Hooghe 1995): Nach einem „state-centric model“ sind es die Mitgliedstaaten, die den Ton angeben. Danach bleiben Politikprozesse durch intergouvernementale Eigentümlichkeiten geprägt. Nach einem „supranational model“ hat sich die Europäische Union autonomisiert und supranationaler Politik zum Durchbruch verholfen. Ein drittes Modell, das „multi-level governance model“, betont hingegen ein (z.T. fortlaufendes) Neben- und Miteinander von Politikprozessen auf verschiedenen Regierungsebenen. Dies bedingt, daß „Staatlichkeit“ in Europa neu zu bestimmen ist.
