Zusammenfassung
Auch wenn Naturkatastrophen überall und an fast jedem Ort der Welt auftreten können, sind ihre Auswirkungen dagegen von Staat zu Staat, Gesellschaft zu Gesellschaft sehr verschieden. Daraus ergeben sich zwei grundlegende Fragen: zum einen „Wann ist eine Katastrophe, eine Katastrophe“? und zum anderen „Wie kommt es dazu, dass einige Staaten und Gesellschaften mit Naturkatastrophen besser umgehen können als andere“? Daher ist zu klären: „Welche Funktion hat ein Staat“? und „Was kann die Wissenschaft beitragen, die Widerstandsfähigkeit von Gesellschaften zu verbessern“? Wenn Wissenschaft die Aufgabe „organizing humanity in a scientific way“ hat, dann folgt daraus, dass auch die (Natur-)Wissenschaften letztendlich eine soziale Verantwortung zu übernehmen haben. Das bedeutet aber auch, dass sich die Naturwissenschaften nicht länger über eine rein theoretische Beschäftigung mit natürlichen Phänomenen definieren dürfen, sondern sie stattdessen aufgerufen sind, Bedürfnisse der Gesellschaften zu befriedigen – eine Forderung, die schon Alexander von Humboldt vor 150 Jahren erhoben hat.
