Zusammenfassung

Indem räumliches Planen als kulturelle Praxis begriffen wird, wird Kultur zu einem hilfreichen Konzept auf dem Weg zu einem tieferen Verständnis von Planungspraxis. Planungskulturen können als institutionelle Muster verstanden werden, die die normativen Vorstellungen hinsichtlich der Aufgaben und Funktionen der räumlichen Planung in ihrer alltäglichen Praxis widerspiegeln. Die Art und Weise, wie die jeweiligen Akteure ihre Rollen und Aufgaben verstehen, wie sie Probleme wahrnehmen, damit umgehen und dabei bestimmte Regeln, Verfahren und Instrumente anwenden, sind somit Kennzeichen einer Planungskultur.
