Abstract

Public rental housing (PRH) is provided for urban low-income hierarchy and is an important part of affordable housing system. Based on the theory of public goods, both government and private enterprises have advantages and disadvantages in supplying PRH respectively. In order to optimize the present supply system of PRH, this article introduced the delivery pattern of Public & Private Partnership (PPP) into the government allocation system, and further improved it into Public-Intermediary-Private- Partnerships (PIPP), a new supply system through the cooperation of government, private enterprises and intermediary organizations. It helps to better achieve the security role of PRH in our society.
