Abstract

China’s modernization began as part of the national effort in response to the Western provocation. It has two objectives: building a modern nation state and cultivation of a modern citizenry. Effort towards the first objective started a little earlier and received greater priority, though both played significant roles that contributed to the generation of China’s modern legal system.
