Agricultural Development Aid: Some General Observations Based on Conditions in Tanganyika

Abstract

To be able to answer the question whether and in what form agricultural development aid under conditions as they exist in Tanganyika would serve a useful purpose, requires a clear definition of the aims in view. What should be the purpose of such aid — humanitarian, social, commercial, or political? The economist can deal with the matter concretely as soon as development aid is given for the purpose of “economic development”.
