Zusammenfassung
In diesem Kapitel werden die Grundzüge der direkten Konsumbesteuerung auf personeller Ebene dargestellt. Hierbei läßt sich — wie im folgenden ersten Abschnitt näher erläutert — die Vielzahl der in der Literatur diskutierten Reformvorschläge zur direkten Konsumbesteuerung der Haushalte in drei Konzeptionen zusammenfassen. Die erste Gruppe von Konsumsteuersystemen umfaßt Formen einer sparbereinigten Einkommensteuer, deren grundsätzliche Zielsetzung die Besteuerung des Jahreskonsums darstellt. Nach der zweiten Konzeption wird das zinsbereinigte Einkommen besteuert, wodurch letztlich eine Besteuerung des sogenannten Lebenskonsums erreicht werden soll. Die dritte Konzeption wird hier als Einkommensteuer mit proportionaler Zinsbesteuerung bezeichnet, da sie im Vergleich zum geltenden Einkommensteuersystem nur eine geringfügige Änderung impliziert und genau genommen nicht als Konsumsteuer bezeichnet werden kann.
