Abstract

The Staff Council exercises its rights and duties as provided by the Law on Staff Representation of the State of Baden-Württemberg. The fact that of the employees less than 50% have a permanent contract creates some obvious, but nonetheless serious problems: temporary contracts, a high turnover and a lack of continuity in the entire personnel hierarchy. As a result, the employees may lose a sense of responsibility for their work; insufficient care may make it difficult to observe the safety regulations for the workplace.
