Abstract

This paper is an outgrowth of a joint research project with Gene Grossman, without whom it could not have been conceived. Part of my work on the paper was done during a brief visit to MITI’s Research Institute of International Trade and Industry in Tokyo, to which I am most grateful for its hospitality.
