Abstract
Centuries of overexploitation of high-Andean ecosystems in Bolivia have led to the destruction of approximately 90% of the high-Andean forests (98–99% in the eastern highlands), making them one of the most threatened ecosystems in the Neotropics. The main reasons for the destruction are unsustainable land-use methods, in particular burning and overgrazing. Other factors leading to the destruction of Andean ecosystems are human population growth and an increasing inclusion of rural communities in the country’s market economy, which creates the need for cash income and, therefore, production surplus. Due to the small size of relict forest patches, and since all patches are used by local people, the conservation of high-Andean forests is not possible in reserves, but has to be accomplished in cooperation with the rural population. In order to preserve high-Andean forests (and any other Andean ecosystem), it will be necessary to create a sustainable basis for human development. This will necessitate (a) establishing land-use systems with a clear spatial separation of land-use units (fields, pastures, forests), (b) slowing human population growth, (c) putting strong emphasis on the education of children and adults, and of women in particular, (d) strengthening local subsistence and non-monetary economies, (e) making sure that national and international governmental and non-governmental aid organizations provide economic and technical support for the above, and (6) ensuring that national governments pass supporting legislation.
Resumen
Siglos de sobreexplotación de los ecosistemas de los altos Andes de Bolivia han Ilevado a la destrucción de aproximadamente un 90% de los bosques altoandinos (98–99% en las tierras altas del este), convirtiéndolos así en uno de los ecosistemas más amenazados de la zona del Neotrópico. La causa principal de esta destrucción son los métodos insostenibles de uso del suelo, en particular la quema y el sobrepastoreo. Otros factores que conducen a la destrucción de los ecosistemas andinos son el crecimiento demográfico y la mayor inclusión de las comunidades rurales en la economía de mercado del país, creando la necesidad de obtener ingresos en efectivo y, por consiguiente, un excedente de producción. Debido a la reducida extensión de los retazos de bosque autóctono y a que todos ellos son usados por la población local, no resulta posible la conservación en reservas de los bosques altoandinos, sino que ha de conseguirse en cooperación con la población rural. Con vista a preservar los bosques de los altos Andes (y cualquier otro ecosistema andino) será necesario crear una base sostenible para el desarrollo humano. Esto requerirá (1) establecer sistemas de uso del suelo con una clara división espacial de las unidades de uso del suelo (campos, pastos, bosques); (2) ralentizar el crecimiento demográfico; (3) poner mayor énfasis en la educación de niños y adultos, y de las mujeres en particular; (4) fortalecer la subsistencia local y las economias no-monetarias; (5) garantizar que las organizaciones gubernamentales y no-gubernamentales nacionales e internacionales de ayuda proporcionen apoyo económico y técnico para los aspectos anteriormente mencionados y (6) asegurar que los gobiernos nacionales adopten la legislaciôn de apoyo correspondiente.
