Afforestation in Europe: Experiences and Future Possibilities

Abstract

Afforestation, according to FAO, is “the artificial establishment of forests on land which previously did not carry forests”. In the second half of the eighties, afforestation of arable land and grassland to reduce surplus production was the focus of interest. In recent years, aspects of environmental policy are dominating the discussion. Large-scale afforestation is seen as an appropriate instrument to reduce atmospheric CO2.concentrations. This paper compares afforestation aims at national and regional levels with afforestation experience. Very often there is a large discrepancy between afforestion aims and reality. One of the most important reasons is the critical attitude of landowners and their associations towards afforestation, which cannot be overcome by raising financial incentives. In addition, there are alternative land uses for released agricultural areas. New approaches are required to improve afforestation planning by integrating socio-economic and ecological aspects.
