Technology Promotion in the Federal Republic of Germany

Abstract

During the seventies the research and technology policy of the Federal Republic of Germany has developed into an instrument of industrial policy. Of course, this process has been critically noticed by some liberal economic theorists and politicians; but it has been tolerated to a large extent, because promotion of technical progress apparently seemed to be harmless. Although the relationship between “research and technology policy and structure of the economy” has been examined already in the mid seventies1, the structural relevance of measures in the field of research and technology has not become a serious issue yet.
