Zusammenfassung
Angesichts der Klimakrise unterliegen öffentlich exponierte Akteure (aus Medien, Politik, Wirtschaft, Wissenschaft und Protest) zunehmend dem Handlungs- und Rechtfertigungsdruck, sich glaubhaft als Change Agents zu positionieren. Dieser konzeptionelle Beitrag hat zum Ziel, auf Basis von Spannungen zwischen jeweiligen funktionalen und allgemeinöffentlichen Ansprüchen spezifische Arten des „Decoupling“ und daraus folgende Vorwürfe der Hypokrisie und der Handlungsunfähigkeit abzuleiten. Grundlage dafür sind zwei Formen des Decoupling: das Policy-Practice-Decoupling und das Means-Ends-Decoupling. Bei der ersten Form dient allgemeinöffentlich orientierte Kommunikation als Fassade, die über weiterhin funktional orientiertes Handeln hinwegtäuschen soll. Bei der zweiten Form wird ein allgemeinöffentlicher Handlungsanspruch zwar in Angriff genommen, jedoch bleiben Zweifel an hinreichender Umsetzungskompetenz bestehen. Diese Typologie soll als erster Schritt in Richtung der Überwindung des wechselseitigen „Blame Games“ dienen.
