Zusammenfassung
Schon zu Beginn des Raumfahrtzeitalters ließen es das Prestige der Technologieführerschaft, der Ost-West-Konflikt, aber auch der hohe finanzielle und organisatorische Aufwand der Erforschung und Nutzung des Weltraums geraten erscheinen, internationale Kooperationen anzustreben und im gleichen Zuge mithilfe weltraumbezogener Projekte anderweitig gelagerte politische und ökonomische Ziele zu verfolgen. Diese Verknüpfungen lassen sich mithilfe des Konzepts der Außenwissenschaftspolitik beschreiben, das zwischenzeitlich ein fester Bestandteil des außenpolitischen Instrumentariums zahlreicher Staaten geworden ist. In diesem Kapitel wird analysiert, wie die Eigenheiten von Wissenschaft, Politik und Verwaltung sich dabei auf eine strategisch gedachte Außenwissenschaftspolitik auswirken. Anhand dreier historischer Fallstudien, der Gründung der ersten europäischen Raumfahrtorganisation ESRO, dem Apollo-Sojus-Programm sowie der internationalen Kooperation im Rahmen der ISS, werden unterschiedliche Konfigurationen bi- und multilateraler Interaktionen in verschiedenen Dekaden des Raumfahrtzeitalters betrachtet und Folgerungen für zukünftige Herausforderungen und Chancen strategischer Außenwissenschaftspolitik unter den Bedingungen des New Space skizziert.
