Zusammenfassung
In diesem Beitrag wird aus der Sicht eines Praktikers der Zusammenarbeit mit fragilen Staaten die deutsche – aber auch die damit einhergehende – europäische Herangehensweise an nicht-staatliche Entwicklungszusammenarbeit thematisiert. Dies beinhaltet auch Arbeitsdefinitionen der Frage nach Fragilität von Staatlichkeit und Charakteristika von Akteur*innen der Zivilgesellschaft, aber auch einer Betrachtung der wichtigen europäischen Rahmensetzungen für zivilgesellschaftliche Akteur*innen und nicht-staatliche Akteure allgemein. Im Folgenden wird der Terminus „nicht-staatlich“ primär im zivilgesellschaftlichen Sinne gefüllt und nicht in der privatwirtschaftlichen oder klassisch korporatistischen Lesart.
