Ethiopia’s Industrial Policy and the Notion of the Developmental State

Industrialization in Ethiopia: Awakening - Crisis - Outlooks

Abstract

This chapter discusses the political dynamics that led to the formation of Ethiopia’s strong state-led development model, also labelled as developmental state. At policy level, ambitions have been directed towards rapid economic growth and structural transformation, and translated into the idea of late industrialization, with an industrial policy focusing on the manufacturing sector and the creation of industrial parks. While these policies have been highly successful in terms of economic growth and progress in human development for a number of years, a set of severe challenges still remains.
