Zusammenfassung
Eine in Fachkreisen prominente Erklärung für das türkisch-amerikanische Zerwürfnis verweist auf die autoritäre Machtpolitik des damaligen türkischen Ministerpräsidenten Recep Tayyip Erdoğan. Eine derartige Engführung bilateraler Spannungen auf die türkische Innenpolitik verstellt den Blick auf die Wirkung und die Folgen des Wandels des internationalen Systems sowie auf die nationalen Interessen beider Staaten. Im Gegensatz zu solchen Erklärungsansätzen konzentriert sich dieser Beitrag auf die Machtverschiebungen in der internationalen Politik sowie auf die Gewichtsverlagerung in der Weltwirtschaft. Erst deren Perzeption und Interpretation durch die Entscheidungsträger(innen) sowie die Experten und Expertinnen begünstigten den Strategiewechsel in der türkischen Außen- und Sicherheitspolitik. Aus den globalen und regionalen Veränderungen und dem Strategiewechsel ergaben Interessensdivergenzen, welche zunächst zu bilateralen Spannungen führt und später die Türkei in eine Konfrontation mit den Vereinigten Staaten brachten.

Bei der Amtseinführung von Barack Obama am 20.01.2009 war Recep Tayyip Erdoğan Ministerpräsident, am Ende seiner Amtszeit (20.01.2017) war Erdoğan Staatspräsident der Türkei. Erdoğan wurde am 10.08.2014 direkt vom Volk gewählt und am 28.08.2014 als Staatspräsident der Türkei vereidigt. Während der Obama-Regierung waren zunächst Hillary R. Clinton (21.01.2009–01.02.2013), später John F. Kerry (01.02.2013–20.01.2017) United States Secretary of State. In der Türkei waren Ahmet Davutoğlu (Mai 2009 bis August 2014) und Mevlüt Çavuşoğlu (seit August 2014) Außenminister der Türkei.

Eine davon leicht variierende Differenzierung findet sich bei Ulrich Menzel, nach der sich „die gesamte Theorie der Internationalen Beziehungen auf die vier großen Paradigmen Idealismus, Institutionalismus, Strukturalismus und Realismus zurückführen lässt, wobei sich alle Lehrmeinungen zwischen den Polen Idealismus und Realismus bewegen“ (2001: 7).

Der neoklassische Realismus betont die Undurchsichtigkeit und Interpretationsbedürftigkeit des internationalen Systems und ihres Strukturprinzips der Anarchie. Da sich das internationale System nicht direkt, sondern vermittelt über Entscheidungsträger(innen) auf das außenpolitische Handeln eines Staates auswirkt, gilt es, zu analysieren, wie der „systemische Druck“ durch die „intervenierenden Variablen“ wie die Wahrnehmung von Entscheidungsträgern und Entscheidungsträgerinnen und die innerstaatliche Staatsstruktur übersetzt wird. Der sogenannte Neo-Osmanismus als politische Rhetorik kommt exemplarisch in jener Rede Erdoğans zum Ausdruck, die er nach der Parlamentswahl in der Türkei am 12. Juni 2011 gehalten hat. Darin stellte er den Wahlerfolg der AKP als einen „Sieg der Muslime“ dar und sandte Grüße an Länder und Städte, die einst dem Osmanischen Reich angehörten. Vgl. diesbezüglich auch Yavuz (2020).
