Zusammenfassung

Die Europäische Nachbarschaftspolitik (ENP) wurde im Kontext der Osterweiterung der Europäischen Union (EU) 2004 ins Leben gerufen. Als einheitlicher Politikrahmen für die Beziehungen der EU zur östlichen und südlichen Nachbarschaft soll sie Demokratie, Wohlstand und Stabilität in den Partnerländern und die politische Zusammenarbeit fördern. Zentrale Instrumente sind Assoziierungsabkommen, Assoziierungsagenden, Partnerschaftsprioritäten und das Finanzinstrument NDICI („Instrument für Nachbarschaft, Entwicklungszusammenarbeit und internationale Zusammenarbeit – Europa in der Welt“). Innerhalb der ENP bildete sich sehr früh eine östliche und südliche Dimension heraus. Die ENP als einheitlicher Rahmen fällt zunehmend auseinander; ihre Zukunft ist ungewiss.
