Zusammenfassung
Die jüngste Entwicklung zeigt, dass sich demokratische Regressionen weniger in Form eines „rapid death“ als vielmehr durch einen Prozess des „slow death“ ereignen. Zu den inneren Prozessen dieses graduellen Umbaus der demokratischen Spielregeln gibt es erste Erkenntnisse. Marianne Kneuer plädiert in ihrem Artikel dafür, dass die internationale Dimension bei der Konzeptualisierung demokratischer Erosion mit einzubeziehen ist. Bislang ist dies nicht systematisch geschehen, und ihr Beitrag versteht sich daher als Vorschlag in diese Richtung. Demokratische Erosionen sind insofern als innerstaatliche Transformationen zu verstehen, die sich auch außenpolitisch niederschlagen durch eine internationale Neupositionierung und eine daher veränderte Außenpolitik. Dabei werden drei Variablen als relevant erachtet: die internationale Verortung innerhalb der globalen Ordnung und die außenpolitische Ausrichtung des Landes, der für die Außenpolitik zuständige institutionelle Apparat sowie die diskursive Vermittlung des außenpolitischen Kurswechsels. Diese Faktoren werden am Falle Ungarn untersucht, das ein Beispiel für eine demokratische Erosion darstellt und in dieser Eigenschaft den ersten Fall innerhalb der EU verkörpert.

Zweifelsohne ist es bemerkenswert, dass Orbán in Reaktion auf die russische Invasion sowohl seine Haltung gegenüber Russland geändert hat als auch sich eingereiht hat in den Konsens der europäischen Regierungschefs bezüglich der Sanktionen durch die EU. Diese Haltung stellt eine Kehrtwende der jahrelangen und strategischen Haltung der Annäherungspolitik gegenüber Russland dar (Stand 15.3.2022).

Dies gilt für Venezuela allerdings hauptsächlich unter Chávez. Seit Maduro hat sich dieser Hebel stark verringert durch die fallende Ölproduktion, insbesondere seit 2018.
