Zusammenfassung
Wenn in der Tat, wie im letzten Kapitel diskutiert, hauptsächlich Risiken und Nutzen verglichen werden, anstatt nur Risiken zu vergleichen, wird deutlich, dass Risikoüberlegungen allein als Entscheidungsgrundlage nicht ausreichend sind. Deshalb sollte und muss die reine Risikoabschätzung mit etwas ausgetauscht werden, was sowohl Risiken kennt, aber auch Nutzen, Vorteile und weitere subjektive Faktoren berücksichtigen kann. Nur dann wird man Entscheidungen treffen können, die für den Einzelnen und die Bevölkerung nachvollziehbar und akzeptabel sind.
