Zusammenfassung

Das globale Mehrebenensystem steht im Zentrum von Kap. 10 und damit das Problem, wie die Arbeitsteilung zwischen der überstaatlichen und der nationalen Ebene zu erklären ist. Mit der Ausdifferenzierung globaler Governancebereiche (Kap. 7), die mit unterschiedlichen Niveaus und Formen internationaler Autorität ausgestattet sind, ist zwangsläufig die Etablierung eines internationalen Mehrebenensystems verbunden. Damit stellen sich drei Fragen: 1. Welche Staatsaufgaben werden auf der überstaatlichen und welche Staatsaufgaben auf der nationalen (lokalen) Handlungsebene bearbeitet? 2. Wie prägt die arbeitsteilige Problembearbeitung vertikale und horizontale Politikprozesse? 3. In welcher Weise verändert sich die Staatlichkeit des modernen Staates, wenn er Souveränität mit der überstaatlichen Politiksphäre teilt?

    In diesem Lehrbuch interessieren die Institutionen und Organisationen, die für die Bearbeitung globaler Problemlagen (GÖG) geschaffen wurden und im Allgemeinen, abgesehen von den zentralen Organen der UN, auf die Erledigung spezieller Aufgaben in bestimmten Politikfeldern zielen (Lenz, Bezuijen, Hooghe & Marks, 2015). Die überstaatlichen Institutionen der regionalen Ebene, wie die EU, die für eine vertiefte Analyse des internationalen, aber regional verdichteten, Mehrebenensystems von großer Bedeutung sind, können hier nicht einbezogen werden.

    Innerhalb der EU ergeben sich wegen des stärkeren Integrationsgrades etwas andere Verhältnisse. Die EU besitzt nicht allein Politik vorbereitende und regulative Kompetenzen, sondern auch Durchsetzungsbefugnisse (Beichelt, 2015; Scholten & Scholten, 2017).

    Nach der Geochronologie begann das Holozän als erdgeschichtliche Epoche mit der Erwärmung der Erde vor ca. 12.000 Jahren am Ende des Pleistozäns. Während dieser erdgeschichtlich milden (nacheiszeitlichen) Epoche herrschten auf dem Globus für die Menschheit sehr zuträgliche Lebensbedingungen. Mit dem Verlassen dieser Epoche und den Eintritt in das Anthropozän verschlechtern sich die für die menschliche Reproduktion günstigen Umweltbedingungen infolge der anthropogen verursachten Klimaerwärmung und anderer menschlicher Einflüsse auf den geochemischen und geobotanischen Zustand des Globus.
