Zusammenfassung

In diesem resümierenden Kapitel wird nochmals der Strukturwandel des internationalen Systems und der zunehmende Problemdruck im Zeitalter des Anthropozäns herausgestellt. Es wird ein zusammenfassender Überblick über die langsame Etablierung von Global Governance gegeben. Auf die Institutionalisierung von Earth System Governance wird verwiesen. Gegenläufige Trends zur Herausbildung einer GG-Welt werden beleuchtet. Schließlich wird das Jahr 2015 hervorgehoben, das für die zukünftige Entwicklungsperspektive von Global Governance richtungsweisend sein könnte.

    In diesem Zusammenhang wird auch vom Multilateralismus 2.0 gesprochen, einem Konzept, das den Wandel des Multilateralismus 1.0 diagnostiziert, aber die autonome Handlungsfähigkeit (Autorität) internationaler Institutionen ausblendet (Kaul, 2020; van Langenhove, 2010, 2016).

    Das Konzept der Hegemonie wird in den Internationalen Beziehungen in der Regel allein für die Analyse zwischenstaatlicher Beziehungen, für das Verhältnis eines Hegemonialstaats zur Staatenwelt insgesamt, benutzt (s. Abschn. 5.3). In der neo-marxistischen Tradition der Untersuchung zwischenstaatlicher Hegemonialbeziehungen wird das Konzept auch verwandt, um die internen Voraussetzungen für externe Hegemonie zu erfassen (Hirsch, 2005). Ohne interne Hegemonie, im Sinne eines internen Herrschaftskompromisses (Gramsci & Cox, 1983), würde eine herrschende Elite (Klasse) am fehlenden Zuspruch oder an internen Konflikten bei einer hegemonialen Außenpolitik scheitern (Anderson, 2017a, b).

Aufgrund ihrer machtpolitischen Defizite werden sie einerseits zu Einflusszonen von Nachbarstaaten oder von Großmächten; andererseits wird ihre Existenz durch internationale Institutionen, wie das Völkerrecht und das UN-System, geschützt.
