Zusammenfassung
Das Klimaregime dient als Beispiel für die Institutionalisierung von Earth System Governance als einem Teilbereich des GG-Systems. Die Herausbildung und stabile Institutionalisierung globaler Klimagovernance ist ein langfristiger und konfliktreicher Prozess, an dem neben den Staaten als den Prinzipalen vor allem die Erdwissenschaften, Akteure der Zivilgesellschaft, aber auch andere IOs und Staatennetzwerke beteiligt sind. Im Politikfeld der Klimagovernance, das einen Regimekomplex bildet, existieren unterschiedliche Governanceformen. Analysiert und verglichen werden die hierarchische Governance des Kyoto-Protokolls und die polyzentrische Governance des Pariser Abkommens. Die Effektivität des Regimes hängt von der Legitimität der jeweiligen Steuerungsmodi sowie von der Ambition und Regelkonformität der Prinzipale ab, insbesondere von den großen THG-Emittenten (China, USA, EU). Die Klimagovernance ist aber auch ein Beispiel für die Entstehung potenziell leistungsfähiger überstaatlicher GG-Institutionen.

Nur in Ausnahmefällen, wie im Falle des Klimaregimes, werden aufwendige bürokratische Apparate benötigt.
