Zusammenfassung
Als sozialpolitische Alternative zu einem wieder verstärkt diskutierten Vorschlag eines Bedingungslosen Grundeinkommens werden “Universal Basic Services” (UBS) vorgeschlagen, also ein umfassendes System universeller öffentlicher Dienstleistungen, für das ein theoretisches und ethisches Argumentationsgerüst vorgelegt wird. Den Bezugsrahmen bildet der theoretische Ansatz allgemeiner menschlicher Bedürfnisse (common human needs) und des Capability-Ansatzes sowie das Konzept umfassender Systeme der Daseinsvorsorge. Argumentiert wird, dass ein Versorgungssystem von UBS als Teil einer grundlegend erneuerten Ökonomie (foundational economy) besser für die kollektive Befriedigung menschlicher Grundbedürfnisse geeignet ist als der „Turbokonsumkapitalismus“. Die Überlegenheit von UBS liegt zugleich darin, dass damit die sozialpolitischen Werte von Gleichheit, Effizienz, Solidarität und Nachhaltigkeit besser zu erfüllen sind.
