Demokratisierung und internationale Politik

Zusammenfassung

Demokratisierungen finden eingebettet in ein internationales Umfeld statt, bei dem interne und externe Akteure interagieren und externe Faktoren – intendiert oder nicht – Einfluss nehmen können auf Regimewechsel und den weiteren Demokratisierungsprozess. Demokratieförderung als Teil von Außenpolitik spielt dabei ebenso eine Rolle wie das internationale Klima und die Strahlkraft der Idee von Demokratisierung. Dieser Artikel gibt einen Überblick über die Wechselwirkung dieser Aspekte im Laufe des 20. Jahrhunderts und zeichnet den demokratiefreundlichen Aufwind seit 1989 sowie den demokratiefeindlichen Gegenwind seit den 2000er-Jahren nach.

    Der Begriff Transformation wird insbesondere im Hinblick auf die komplexen und gleichzeitigen Umwandlungsprozesse der post-sozialistischen Länder angewendet und umfasst – in breiterer Weise – nicht nur die politischen, sondern auch die wirtschaftlichen und gesellschaftlichen Umwandlungsprozesse, nicht selten auch Staatsbildungsprozesse. Systemwechsel wiederum ist definiert als „das Intervall zwischen einem alten und einem neuen politischen System“ (Merkel 2010a, S. 94), womit letztlich beide Möglichkeiten des Systemwechsels gemeint sein können – von der Demokratie zur Diktatur oder umgekehrt.     Als Unterscheidungsmerkmal zwischen gewöhnlichen Militärinventionen und state building mit Demokratieaufbau führen sie drei Kriterien an: Erstens, muss das Ziel ein Regimewechsel sein; zweitens, muss eine große Anzahl von Truppen beteiligt sein; und drittens kommt neben militärischem auch ziviles Personal zum Einsatz.

    Nach Freedom House waren 1989 von den 167 Ländern weltweit 37 % frei (in Zahlen: 61). 1998 erreichte die Demokratisierungswelle einen vorläufigen Höhepunkt – bei inzwischen 191 Ländern, von den 88 (46 %) als frei bewertet wurden, und flachte dann in den folgenden Jahren ab. Bis 2006 konnte bei 193 Ländern, davon 90 frei, noch ein kleiner Zuwachs auf 47 % erreicht werden. Seither beobachtet Freedom House einen langsamen, aber stetigen Rückgang (2013: 45 %).

    Zuerst thematisiert wurde dies von Michael Doyle 1983 in seinem Artikel „Kant, Liberal Legacies, and Foreign Affairs“. Während dieser Beitrag jedoch zunächst keine große akademische Debatte auslöste, wurde sie nach dem Ende des Kalten Krieges wieder aufgenommen und debattiert (Cox et al. 2000, S. 4). Doyles These fand allgemein Eingang in die Wissenschaftsgemeinschaft unter dem Diktum „democracies don’t fight each other“.
