Zuallererst sollte man nicht vergessen, dass weder afrikanische noch europäische Staaten ein Interesse am völligen Erliegen der Migrationsflüsse Afrika-Europa haben. Auf europäischer Seite besteht nach wie vor ein Interesse an „billigen und willigen“ Arbeitskräften, was durch die irreguläre Beschäftigung etwa in der Landwirtschaft südeuropäischer Länder hinlänglich bestätigt wird.
