Zusammenfassung
Der Beitrag gibt einen Überblick über vorliegende wissenschaftliche Erkenntnisse zur Wirkung von Desinformation auf demokratische Kommunikationsprozesse. Empirische Verfahren der Effektmessung auf unterschiedlichen Ebenen (Mikro-, Meso- und Makroebene) werden kritisch diskutiert. Insbesondere im Hinblick auf die in der politischen Debatte problematisierten Makroveränderungen gesellschaftlicher Diskurse wird ein Mangel an empirischer Forschung diagnostiziert, woraus eine Reorientierung des Forschungsfeldes als Desiderat abgeleitet wird. Aus dem Bewusstsein für die diskursiven Verwundbarkeiten kann zudem ein Auftrag für die politische Bildung resultieren.

Es ist noch zu früh abzuschätzen, wie die diesbezügliche Deutung für die US-Präsidentschaftswahl 2020 ausfallen wird. Angesichts gesteigerter Vorsichtsmaßnahmen im Hinblick auf ausländische Informationsoperationen und der Tatsache, dass etwa 70 Mio. Wahlberechtigte bereit gewesen sind, dem Kandidaten Trump auch nach vier Jahren Präsidentschaft ihre Stimme zu geben, scheint die Plausibilität einer von außen manipulierten Wahl als Erklärung für den Ablauf des Wahlkampfs und den Wahlausgang geringer. Das angesprochene Dilemma wäre freilich nur gravierender, wenn die kollektive Eigenverantwortung für beobachtetes Desinformationsgeschehen in den Mittelpunkt rücken würde.
