Zusammenfassung
Im Frühjahr 2019 eröffneten die „Berliner Verkehrsbetriebe (BVG)“ die erste so genannte „Jelbi-Station (Mobilitätshub)“ in Berlin. Leistungen verschiedener Mobilitätsanbieter sind an ausgewählten Frequenzstandorten wie S + U-Bahnhöfen verfügbar und über die neue Jelbi-App buchbar.

Dies wurde im Koalitionsvertrag der Berliner Landesregierung festgelegt und u. a. in folgenden institutionellen Rahmungen konkretisiert, die verschiedene Gestaltungsbereiche koordinieren: Masterplan für nachhaltige und emissionsfreie Mobilität des Landes Berlin, Mobilitätsgesetz, Nahverkehrsplan 2019–2023, Stadtentwicklungsplan Verkehr 2025 (https://www.berlin.de/).

Auch in Deutschland haben sich u. a. in Bremen (mobil.punkte), Hamburg (switchh), Hannover (Mobilitätsshop), München (MVG more) oder Leipzig (Multimodal mit Leipzig mobil) vergleichbare Initiativen entwickelt (VCD 2020).

BMWi (2019, S. 24 f.) unterscheidet: Kernakteure, Aktiv Mitwirkende, punktuell Beteiligte, Nutzer (insb. Lead User und Promotoren).

Als Erfahrung der ersten Realisierungen soll zukünftig auf Vorschlag der BVG ein Forum die verschiedenen Sichten in einer AG Mobilitätshubs, vor Planung und Realisierung weiterer Standorte, koordinierend tätig werden (BVG, Berliner Senatsverwaltung/Fachbehörden, Bezirke)

Kommunen dürfen für Anwohner-Parkausweise höchstens 30,70 € pro Stellplatz/Jahr berechnen (12,5 m2 öffentlicher Straßenraum).
