In einem Schreiben an William Hutton vom 24. April 1860 bestätigte William Wagner, er habe seine Arbeit in Preußen aufgenommen, ohne dass ihn jemand dabei störte. Er berichtete, er habe Besprechungen mit Herrn von der Heydt und mit Herrn von Moerner, einem höheren Polizeibeamten in Berlin, geführt.
